"Auckland" is usually the wrong target
The single biggest mistake we see from Auckland businesses is chasing the city term. "Plumber Auckland" is contested by hundreds of operators across 5,000 square kilometres, most of whom will never serve your customer anyway.
Meanwhile "plumber Titirangi" or "plumber Howick" is a fraction of the competition and a far higher proportion of people who will actually book you.
Auckland is not one market. It is dozens of them, separated by motorway, harbour and habit. Someone in Albany does not think of themselves as shopping in Manukau, and Google knows it.
Start with two suburbs, not twenty
Look at where your last fifty customers actually came from. Most Auckland businesses can answer that from their invoices in ten minutes, and the answer is usually far more concentrated than they expect.
Build for those two or three areas properly. Rank there. Then widen.
The city term is worth going after eventually, but it should be the third or fourth thing you build rather than the first, because it is the slowest and most expensive result on the list.
Paid advertising costs more here
Cost per click in Auckland runs well above the rest of the country for the same terms, because you are bidding against businesses with real budgets and agencies managing them full time.
That does not make ads a bad idea. It makes negative keywords, tight radius targeting and a landing page that actually converts far more important than they would be in a smaller market. You are paying more per visit and can afford to waste fewer of them.
