The hard part about Porirua is that your customers can be in the CBD in twenty minutes. For anything they are willing to travel for, you are competing with the whole city rather than the suburb.
That changes what local SEO has to do. Ranking for "Porirua" is not enough if the search people actually make has no place name in it at all.
Two things follow. Your Google Business Profile has to be strong enough to hold the map pack, because that is where proximity still counts for something. And your site has to give a reason to choose local that is not simply being local - faster, cheaper, easier parking, someone who answers the phone.
Porirua is not one market
This is the thing most businesses here get wrong. Whitby, Plimmerton, Titahi Bay, Tawa and Pukerua Bay are separate places to the people who live in them, and they search that way. "Plumber Whitby" and "plumber Porirua" return different results and attract different people.
A single page trying to cover the lot will underperform against a competitor with a page for the two suburbs that actually matter to them. The right question is not how wide you can cast, it is which two or three areas your existing customers already come from - and most businesses can answer that from their invoices in ten minutes.
The Wellington agencies are bidding against you
On Google Ads specifically, Porirua terms are contested by agencies running campaigns for city clients who will happily take work from up the line. That pushes cost per click above what the same term costs in Kāpiti.
It does not make ads a bad idea. It makes negative keywords, tight radius targeting and a landing page that converts far more important than they are further north, because you are paying more for every visit and can afford to waste fewer of them.
What we would do first
Fix the Business Profile, because the map pack is the one place proximity still beats budget. Build a page for each suburb that genuinely sends you work, not all seven. Then get reviews, because when two businesses are equally close, the one with forty reviews wins and the one with four does not.
Ads come after all of that, and with a tighter radius than feels comfortable.
